Bottom-up Implementation of Participatory Management of UNESCO Heritage and Nominations in Poland - an Initiative implemented by ICOMOS Poland

3:30 PM - 3:50 PM Fri, 06 Nov

Description

This paper examines a bottom-up approach to implementing participatory management of UNESCO World Heritage properties and nomination processes in Poland, based on an initiative undertaken by ICOMOS Poland. It addresses the gap between international standards promoting inclusive heritage governance and their practical implementation within national and local management systems. While participation is widely recognized as a fundamental principle of sustainable heritage management, its operationalization remains challenging, particularly for complex properties involving multiple owners, institutions, local authorities and communities.

The initiative explores the role of professional heritage organizations like ICOMOS in facilitating cooperation between stakeholders, strengthening local governance capacity and translating UNESCO principles into context-sensitive management practices. It focuses on heritage properties and nomination projects that require coordination across administrative boundaries and institutional structures, including historic urban areas, industrial heritage, fortifications and cultural landscapes. Attention is given to the relationship between expert knowledge, institutional responsibility and community engagement, as well as to the potential of participatory processes to improve the legitimacy and long-term effectiveness of heritage decisions.

The initiative offers a framework for connecting international heritage standards with local practice and may provide transferable insights for participatory management and UNESCO nomination processes in other national contexts.
